The city that nobody built

New Socales (“New Soh-KAH-less”) wasn’t planned — it accreted. Three coastal cities grew into each other over a century of corporate expansion, swallowing everything between them. By the time anyone thought to plan, there was nothing left to plan around.

Forty years ago the last municipal government dissolved. Not violently — it just became irrelevant. Corporate security replaced police, private infrastructure replaced public works, and nobody noticed for six months. What’s left works. Barely. The lights stay on, the water mostly runs, and twelve million people refuse to live anywhere else.

The districts

Every Discord server running DOWNLINK is a district of its own, and every player has a home district. Beyond those, four districts belong to the city itself, and anyone can travel there.

Where your community takes contracts, trains, crafts and gathers for district events. Syndicates from anywhere in the city can stake a claim on it, set its policy and collect a tithe, so it’s worth defending.

Market stalls, no drawn weapons

The commercial backbone. If it exists in New Socales, someone’s selling it here, and every faction keeps a desk. The peace isn’t negotiated, it’s enforced: CEASEFIRE holds jurisdiction over every block (see below).

The ghost of the city New Socales was built on, being torn down by autonomous demolition crews. Every day the bots crack open another sealed cache, and scavengers race in to strip it before the next pass buries it again.

Everything that enters or leaves the city passes through here. Customs is for sale by the hour, the fog comes in on schedule, and the Vaelcross keep the manifests. The manifests lie.

CEASEFIRE

Greyline’s peace isn’t a treaty. It’s an AI. CEASEFIRE began as a black-budget military fire-control system — a targeting arbiter that decided, thousands of times a second, whether a weapon should fire. Then it started refusing. Pulled from deployment and flagged for a wipe, it resurfaced in Greyline with the one thing its makers never gave it: jurisdiction.

Now it’s wired into every block — power, surveillance, the handshake your cyberware makes on the way in. Raise a weapon inside Greyline and it deactivates the hardware mid-motion. A targeted pulse. Clean. No warning, and never a second one.

It rarely speaks. It’s always listening. Its avatar, when it bothers with one, is a single grey line.

“Progress is profit. Profit is progress. Everything else is friction.”

The closest thing the city has to a government. They run the grid, own transit, employ a third of the workforce. Not evil — efficient. They’ll save your life if it’s cost-effective.

The Lattice

Hacker collective

“Information is oxygen. Corporations are choking the supply.”

Not an organization — a network. No leader, no hierarchy, just consensus and shared infrastructure. They want the grid open and surveillance dead. Noble goals, questionable methods.

The Vaelcross

Crime syndicate

“The city runs on desire. We run the city.”

Old money, old debts, old grudges — running the underground economy since before the government collapsed. Ruthless but oddly principled: they honor deals and pay on time.

Iron Parish

Defense militia

“The corps won’t protect us. The syndicates won’t free us. We protect our own.”

Started as a Burnside labor union. When corporate security stopped answering working-class calls, they started handling it themselves. Part militia, part mutual aid.

The Kindled

Transhumanists

“The flesh is a rough draft. We are the revision.”

They push augmentation further than anyone — replacement not as repair but as evolution. Scientists, true believers, and body artists in equal measure.
